The reason why only glacier and land-based ice sheet melt will significantly contribute to sea level rise has to do with the relative amount of water stored in them compared to the water in lakes and rivers. See here to get a sense of the relative sizes of oceans, ice-sheets and rivers and lakes.

Will any significant amount of all the fresh water stored on land in various ways ever run into the oceans and thus contribute to sea level rise? If so, how would this happen?

Mandia: Only the release of “locked up” water in ice sheets and glaciers will contribute to appreciable sea level rise. Of course, as the oceans warm they also expand which increases sea levels.
